德化县人民政府：先后成立福建省首个知识产权审判巡回法庭、全省第三家基层法院知识产权审判庭。较早成立县版权局，组建文化市场综合执法大队，加强版权执法监管，及时保护被侵权企业合法权益。高度重视陶瓷版权保护工作，不断加强陶瓷作品版权自愿登记工作，版权登记数量逐年上升。出台作品登记奖励措施，累计兑现版权保护等奖励政策9400万元，极大提高了企业版权意识。圆满完成世界知识产权组织和中国国家版权局“全球第二个版权保护优秀案例示范点”调研项目，成为世界知识产权组织向全球发展中国家推广版权保护的“德化经验”。

People's Government of Dehua County

Dehua government has the first circuit court for intellectual property infringement cases, and the third community-level IP court in Fujian. It also has its own copyright administration and inspection teams to improve law enforcement and protect the interests of infringed entities and individuals. Focused on the protection of intellectual property of porcelain ware, it has put into place a voluntary registration system for porcelain production, which has seen a growing number of registered companies. To encourage broad participation, the government has invested RMB 94 million as an incentive to local entities. In addition, it takes an active part in the survey of the “world’s second demonstration site of copyright protection” organized by the WIPO and the NCAC, and has developed the Dehua Experience in copyright protection that has been promoted by the WIPO in developing countries.
